public road, drain or bridge in said county. And it shall be
unlawful for any person or corporation, its agents or employees,
exercising the business of a common carrier, to permit his or
its vehicle or steam or other engines, or cars, to obstruct any
public road crossing for more than five minutes at any one
time, or for traction engines to stand upon the bridges of said
public highways at any time. Any person or corporation, its
agents or employees, violating any provision of this section shall
be guilty of a misdemeanor and upon conviction before any
justice of the peace of Wicomico county shall be liable to a fine
of not less than five dollars nor exceeding one hundred dollars,
and in default of payment shall be committed to the jail of
Wicomico county until fine and costs are paid, and all fines
collected shall be paid over to the County Commissioners of
Wicomico County for use of the public roads of said county.
Any person or corporation found guilty by a justice of the
peace under the provisions of this section may appeal to the
Circuit Court for Wicomico County, and the said Court shall
hear the same de novo, as appeals from justices of the peace in
criminal cases are heard and determined.

129. The County Commissioners or County Road Engineer
may make at any time such further rules and regulations as
they may deem necessary for the better keeping and maintain-
ing of the public roads', bridges and drains of said county, not
inconsistent with the provisions of this act.

SEC. 2. And be it enacted, That any law or laws or parts
of any law or laws, heretofore enacted and affecting or pertain-
ing to the County Commissioners, or roads, bridges, drains or
landings in said Wicomico county, be and the same are hereby
saved and shall remain in full force and effect, except so far
as the same or any of them may be repealed by or may be
inconsistent and in conflict with the provisions of this act.

SEC. 3. And be it enacted, That the passage of this act shall
not affect or impair any right, vested or acquired, and existing
at the time of its passage, nor shall it impair, discharge or
release any existing contract, obligation, duty or liability of any
kind whatsoever.

SEC. 4. And be it enacted, That this act shall take effect
from the date of its passage.
