road engineer shall appear before the County Commissioners
at their first meeting in each and every month and make a
statement in writing to them of the work done and money
expended. He shall examine and certify to the correctness of
all bills and accounts of any work done or materials furnished
on the public roads and bridges of Charles county before the
same shall be paid by the county treasurer; and the said county
treasurer shall make no payments of such accounts unless certi-
fied by said engineer and approved by the said County Commis-
sioners. He shall make out annually in writing a detailed
report to the Board of County Commissioners of all work done
on the county roads and bridges for the year, together with
the names of all persons working on said roads and bridges and
the amounts to which each person is entitled for such work,
and which he has certified as correct, which report shall be
made on or before the first day of July, in each yean, and a
copy of the said report shall be filed in the office of the County
Commissioners, and published in the county papers as is
required in the case of the county levy.

160C. The County Commissioners of Charles County shall
at the time of making the annual levy in said county for the
year 1912, and annually thereafter, levy upon the taxable prop-
erty of the county a sum of money of not less than eight thou-
sand dollars nor more than fourteen thousand dollars, for the
purpose of paying for the construction, reconstruction and
maintenance of the roads of the said county, and out of the
amount so levied upon the total assessable property of the
county a pro rata disbursement shall be made of the said fund
apportioned to each of the nine election districts of Charles
County in proportion to the assessed value of the property
assessed for taxable purposes in each of said several districts,
and the money so levied against the respective election dis-
tricts shall be used only in payment for the construction, recon-
struction and maintenance of roads now in existence and for
the costs of acquiring rights of way, constructing, reconstruct-
ing and maintaining new roads ordered under the provisions of
law for the opening of new roads, and in addition to the amount
of levy, authorized as aforesaid, the County Commissioners of
Charles county shall use for the purpose of constructing, recon-
structing, opening and maintaining roads all of the money
obtained by them for liquor licenses under the provisions of
section 116A, as enacted by Chapter 707 of the Acts of Assem-
bly of Maryland of 1906, the same being section 116A of
Article 9 of the Code of Public Local Laws, title "Charles
County," sub-title "Spirituous and Fermented Liquors." And
