SEC. 15. The bailiff shall perform such duties as the Com-
missioners shall direct; he shall preserve the peace, prevent
disorderly or irregular meetings of persons, and he shall enforce
all ordinances that may be enacted by the Commissioners; he
shall serve all notice or process required by said Charter, or
any ordinance passed by virtue thereof, and his return duly
endorsed thereon shall be evidence of the facts therein stated,
and he shall receive the same fees as are allowed to constables
for like services.
SEC. 16. All fines, penalties and forfeitures imposed by the
Charter or by the ordinances of the Commissioners may be
collected in the name of the Town of Secretary before any
justice of the peace in the same manner as small debts are col
lected, and the delinquent shall be committed to the town lockup
or county jail until the same be paid with costs.
SEC. 17. All fines, penalties and forfeitures imposed by
any Court or justice of the peace for violations of the Charter,
by-laws or ordinances shall belong to and be paid to the Com-
missioners of Secretary.
SEC. 18. The Commissioners may borrow money on their
negotiable paper; provided that the sum so borrowed shall at
no time exceed the sum of three hundred dollars.
SEC. 19. The year for repairing the highways and streets
of said town shall be reckoned from the 1st day of January
inclusive in one year to the 1st day of January exclusive of
the next year. Every able-bodied male person between the
age of twenty-one and fifty years, who has resided in said
town for four months shall be bound to work on said highways
and streets for one day in every year, as the year is herein
defined, and if any person who is liable to render such service
fails to attend on notice from the bailiff, or who appears and
fails or refuses to work and render service as by the person or
persons supervising the work he is required and instructed,
shall be guilty of a misdemeanor, and on conviction thereof
before a justice of the peace or in the Circuit Court for Dor-
chester County, such person shall be fined one dollar and
shall be adjudged to pay the costs, and to stand committed to
the jail until fine and costs are paid, and he shall still be
bound to render said services. Any person who pays to the
bailiff for the use of the town the sum of one dollar in lien
of rendering personal services on said streets and highways
shall receive a receipt therefor from said bailiff exempting him
from work and service on said highways and streets for the
term of one year, as the year is herein defined. The commis-
sioners shall have the power and authority to pass the necessary
