of said bonds or other evidences of indebtedness issued under
authority of this act, and the interest thereon, shall be paid
by the Mayor and Council of Easton. To pay and cancel the
said bonds or other evidences of indebtedness created under the
provisions of this act the Mayor and Council shall annually
levy a special tax, exclusive of the direct tax otherwise pro-
vided for, upon the assessable property of the town sufficient
to pay the bond or bonds, or other evidences of indebtedness
maturing in each year that may be issued under this act, and
the interest thereon and the interest on all such bonds or other
evidence of indebtedness outstanding and unpaid; and the
amount of said tax shall be kept separately by the said Mayor
and Council and not used for any other purpose than as herein
specified.

SEC. 2. And be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 199.

AN ACT to amend the Charter of the Town of Secretary, in
Dorchester county, as granted by the Acts of 1900, Chapter
555, and amended by Chapter 511, Acts 1902, Chapter 187,
Acts 1902, Chapter 657, Acts 1910, and Chapter 97, Acts
1910, by adding seven new sections thereto, said new sec-
tions to be known as sections 14, 15, 16, 17, 18, 19 and 20
of said Charter.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Charter of the Town of Secretary, in Dorches-
ter county, as granted by the Acts of 1910, Chapter 555, and
amended by Chapters 511, Acts 1902, Chapter 187, Acts 1902,
Chapter 657, Acts 1910, and Chapter 97, Acts 1910, be and
the same is hereby amended by adding seven new sections, to
be known as sections 14, 15, 16, 17, 18, 19 and 20 of said
Charter, and to read as follows:

SEC. 14. That the Commissioners shall have the power to
make reasonable regulations in regard to buildings to be erected
in said town and to grant building permits for same; to estab-
lish the grades of the streets, gutters and sidewalks of said
town, fix the width thereof and prescribe the material of
which they shall be constructed; to cause the sidewalks along
the public streets to be graded, paved, repaired or improved at
