hereby directed to annually make an estimate, which estimate
shall be submitted to the County Commissioners of Allegany
County not later than the first day of March of each and
every year, of the amount of money needed to maintain said
flagpoles and American flags over each and every public school-
house in Allegany county, and such estimate, provided it shall
not exceed five hundred dollars, shall be the basis for the levy
and appropriation of the said County Commissioners of Alle-
gany County.

SEC. 4. Be it and it is hereby enacted, That the janitor of
each and every public schoolhouse in Allegany county, or the
principal of each and every public school which has no janitor,
shall raise or cause to be raised said American flag at the
opening of school and lower same at the closing of school on
each and every school day.

SEC. 5. Be it and it is hereby enacted, That each and every
janitor or principal failing to raise and lower the flag as pro-
vided by section four of this act shall be guilty of a misde-
meanor, and upon conviction thereof before any justice of the
peace of Allegany county or the Circuit Court for Allegany
County shall be fined not more than ten dollars and not less
than one dollar.

SEC. 6. Be it and it is hereby enacted, That this act shall
take effect from the date of its passage.

CHAPTER 197.

AN ACT to provide for the appropriation by the County Com-
missioners of Harford County of a sum of money towards the
Havre de Grace Hospital, situate in the City of Havre de-
Grace, Harford county, Maryland.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Harford County be-
and they are hereby authorized, in their discretion, to pay
to the Havre de Grace Hospital, of Harford county, Mar-
land, on or before the first day of September, in each year, the
sum of one thousand dollars ($1,000.00) or so much thereof
as in the discretion of said County Commissioners they may
in their judgment desire to pay to said hospital, and the said
County Commissioners may, in their discretion, provide for
and levy of 1912 and annually thereafter, on the assessable-
