corporation, shall be guilty of a misdemeanor, and on convic-
tion thereof shall be fined in a sum not more than one thou-
sand dollars, or by imprisonment not more than one year, or
by both fine and imprisonment; the provisions of this section
shall only apply to all persons, copartnerships or corporations
engaged in the business in incorporated towns or cities of the
State, of at least ten thousand inhabitants.
SEC: 2. And be it further enacted by the General Assem-
bly of Maryland, That one new section be, and the same is
hereby enacted and added to said Article 11 of the Code of
Public General Laws of Maryland of 1904, title "Banks," and
to be known as section 77 of said Article 11, title "Banks,"
and to read as follows:
77. Said Bank Commissioner may appoint an attorney to
perform such duties as he may be required by said Bank
Commissioner, and receive such compensation as may be
approved by the Board of Public Works of the State.
SEC. 3. And be it further enacted by the General Assembly
of Maryland, That section 2 of Chapter 219 of the Acts of the
General Assembly of Maryland of 1910 be and the same is
hereby repealed and re-enacted with amendments so as to read
as follows:
SEC. 2. And be it enacted, That all acts and parts of acts
of which this act is amendatory, and all acts and parts of acts
inconsistent with the provisions of this act are hereby repealed;
and also all charters of institutions which are subject to the
provisions of this act heretofore granted by the General Assem-
bly of Maryland where the franchises shall not have been
availed of to the extent of forming a complete organization and
establishing an office by the first day of January, 1914, are
hereby repealed.
SEC. 4. And be it further enacted, That this act shall take
effect from the date of its passage.

AN ACT to add one new section to Chapter 227 of the Acts of
the General Assembly of Maryland of the year 1906, entitled
"An Act to incorporate the town of Betterton, in Kent
County," to be designated as section 28.
