PHILLIPS LEE GOLDSBOROUGH, GOVERNOR. 365

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of Public Works is hereby authorized and
directed to issue a State loan in the sum of eight hundred thou-
sand dollars ($800,000) for the purpose of erecting and con-
structing additional buildings for the care of the insane, at
Springfield State Hospital at Sykesville, at the Maryland Hos-
pital for the Insane at Catonsville, to be hereafter styled
"Spring Grove State Hospital;" at the Hospital for the Negro
Insane of Maryland at Crownsville, to be hereafter styled
"Crownsville State Hospital;" for the erection and construc-
tion of additional building and .the purchase of additional lands
for the care of the feeble-minded at the Maryland Asylum and
Training School for Feeble-Minded at Owings Mills, to be
hereafter styled "Rosewood State Training School;" for the
purchase of lands and the erection and construction of a hos-
pital for the insane on the Eastern Shore of Maryland, to be
styled "Eastern Shore State Hospital."

SEC. 2. And be it further enacted by the General Assembly
of Maryland, That for the purpose of providing for the expendi-
tures to be incurred in the erection and construction of the
hospital and additional buildings at the three hospitals herein
named, to wit, Springfield State Hospital at Sykesville, the
Maryland Hospital for the Insane at Catonsville, to be here-
after styled "Spring Grove State Hospital;" at the Hospital
for the Negro Insane of Maryland at Crownsville, to be here-
after styled "Crownsville State Hospital;" and for the further
purpose of the purchase of additional lands and the erection
and construction of additional buildings at the Maryland Asy-
lum and Training School for Feeble-Minded at Owings Mills,
to be hereafter styled "Rosewood State Training School," and
for the purchase of the necessary lands and the erection and
construction of a hospital for the insane of the Eastern Shore
of Maryland, to be styled "Eastern Shore State Hospital," a
loan is hereby created to be called the "Second Insane Hospital
Loan" in the amount of eight hundred thousand dollars ($800,-
000), and said loan shall bear dates as follows: Four hundred
thousand dollars ($400,000) to be known as Series "A," Jan-
uary 1, 1913; four hundred thousand dollars ($400,000) to
be known as Series "B," July 1, 1913, and shall bear interest
at the rate to be fixed by the Governor, the Comptroller and
Treasurer of this State, or a majority of them, not to exceed
four per cent. (4%) per annum, payable on the first days of
January and July of each year; and the said loan and every
part thereof and the interest payable thereon shall be and
remain exempt from State, county and municipal taxation; and
