ing 119 1/2 acres of land, a part of which land is covered by
the water of the Eastern Branch of the Potomac River, and
doubts having arisen whether the Commissioner of the Land
Office, William R. Hayward, could have issued a patent for
so much of said land as was covered by the water of said
branch under the Act of 1862, Chapter 129, notwithstanding
the decision of the Land Office that said branch was not in
law a navigable stream as to that portion of it flowing
through said land,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the patent issued by the State of Maryland tg Eliza-
beth Parker, her heirs and assigns, dated June 10, in the year
1881, to all that piece or parcel of land called The Second
Addition to Silent Grove, lying and being in Prince George's
county, State of Maryland, be and the same is hereby ratified
and confirmed so far as the State of Maryland has any interest
in that portion of the bed or bottom of the Eastern Branch of
the Potomac River, between highwater mark on each side of
said stream flowing through the tract of land above patented;
provided, however, that nothing herein contained shall be con-
strued to interfere with the right of the public to navigate the
waters of said branch.

SEC. 2. Be it enacted by the General Assembly of Maryland,
That this act shall take effect from the date of its passage.

Approved April 8, 1912."

CHAPTER 178.

AN ACT to provide for an adequate heating plant, the adding
of two new class-rooms, furnishing and equipping a library
and a physical labratory for the State Normal School Num-
ber Two, at Frostburg, in Allegany county, making necessary
repairs to said school building and to appropriate a sum of
money to pay the costs of said improvements and repairs.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the sum of twenty-five thousand dollars ($25,000),
or so much thereof as may be necessary, be and the same is
hereby appropriated out of any moneys in the State Treasury
not otherwise appropriated, to be used by the State Board of
Education for the purpose of providing an adequate heating
plant, adding at least two necessary class-rooms, furnishing
