upon such abutting property, with priority over other liens
thereon recorded after the passage of this act, and said assess-
ments when made and apportioned as aforesaid unless promptly
paid to the town treasurer shall be placed in the hands of the
collector of taxes for the town of Pocomoke to be collected by
him as other town taxes are collected.

SEC. 10. And be it enacted, That all other expenses con-
nected with the improvement of the said streets, the laying or
re-laying of water mains or sewer mains, if any, the connec-
tion therefrom to the curb, if any, and the paving of the street
crossings as well as all expenses connected with the execution
of this law, such as the cost of advertising, the purchase of
books and stationery, the printing of bonds herein authorized,
the employment of an attorney or counsel, if any should be
needed, and other necessary and incidental expenditures shall
be paid out of the street improvement fund hereby authorized
and shall not be included in the cost to be levied upon the
abutting property owners.

SEC. 11. Provided, however, that the foregoing sections
shall not become effective unless the same be approved by a
majority of the qualified voters of the town of Pocomoke afore-
said participating in a special election at which the question
of street improvement as hereinbefore' provided shall be sub-
mitted, to be held on Tuesday, the 23rd day of April in the
year 1912.

At the polling place in said town on said date there shall be
provided by the Mayor and Town Council of Pocomoke tickets
having written or printed thereon "For Street Improvements"
and "Against Street Improvements," and each qualified voter
shall have the privilege of voting on said subject.

The ballots so cast shall be deposited in separate ballot boxes
provided by said Mayor and Town Council for such purpose,
and shall be received and counted by the same judges and clerks
who are delegated and appointed by the Mayor and Council
of Pocomoke City to conduct the election for the office of
Mayor and Councilmen of Pocomoke City, to be held on April
2, 1912, it being the intent and purpose of this act that the
judge and clerk appointed by the Mayor and Council of Poco-
moke aforesaid for holding the election for said office of Mayor
and Councilmen of Pocomoke shall have full power to conduct
the special election on the question of street improvement; and
the return of said votes shall be forthwith made to the Mayor
and Council of Pocomoke, who promptly shall make proclama-
tion of the result of said election by advertisement in one or
more newspapers printed in the town of Pocomoke aforesaid;
