preparing plans, specifications and estimates of the same,
and to levy a special tax on the assessable property of the
said town to repay the money borrowed and the interest
thereon.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Town Council of the Town of Kens-
ington be and they are hereby authorized and directed on or
before the first day of June in the year nineteen hundred and
twelve, to borrow on the negotiable note of the said Mayor and
Town Council of the said Town of Kensington a sum not to
exceed three hundred dollars, payable not more than twelve
months after date, the said sum to be expended by the said
Mayor and Town Council in defraying the cost of employing
an expert to investigate the probable cost of the installation of
a water and sewerage system in said Town of Kensington, and
for preparing plans, specifications and estimates of the same.

SEC. 2. And be it further enacted, That for the purpose of
paying said note, when due, the Mayor and Town Council of
said Town of Kensington, are hereby authorized and directed to
levy, at the next ensuing levy period by said Town of Kensing-
ton to meet the expenditures of said town, as provided for in
the charter thereof, a special tax on the assessable property
within the limit of the said town sufficient to pay said note,
when due, and all interest thereon.

SEC. 3. And be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 162.

AN ACT to add a new section to Chapter 180 of the Public Gen-
eral Laws of Maryland of the year 1910, entitled "An Act
to create and establish a Public Service Commission, and
prescribing its powers and duties, and to provide for the reg-
ulation and control of public service corporations and public
utilities, and making appropriations therefor." Said new
section to follow directly after section 23 of said law and
to be designated as section 23A, providing for the regulation
by the commission of the issuance by common carriers in
this State, of mileage, excursion, school commutation or com-
