PHILLIPS LEE GOLDSBOROUGH, GOVERNOR. 315

State of Maryland relating to the creation of corporations,
by certificate of incorporation filed in the office of the State
Tax Commissioner on the fifth day of January, in the year
nineteen hundred and twelve, and there recorded, and which
said certificate of incorporation is also recorded among the
Charter Records of Baltimore City in Liber S. C. L., No.
56, folio 474, etc.; and,

WHEREAS, owing to the large membership of said corporation
it is practically impossible to secure a quorum to consist of a
majority of the members of said corporation, and it is desired
by said corporation to have a quorum of its members fixed at

twenty-five,

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That twenty-five members of the City Club of Baltimore,
Incorporated, be and they are hereby constituted a quorum of
the members of said corporation, and that the vote of a majority
of said quorum shall be sufficient to elect and to pass any
measure within the powers of a majority of the members of
said corporation, not inconsistent with the laws of the State of
Maryland.

SEC. 2. And be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 159.
AN ACT empowering the Mayor and Council of Hagerstown to

provide by ordinance for a plan for numbering the houses in

Hagerstown and providing penalties for violation of said

ordinance.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Council of Hagerstown shall have
authority and they are hereby empowered to pass a general ordi-
nance providing for a system or plan for the numbering of the
houses of Hagerstown, and to assign to some officer of the
Mayor and Council of Hagerstown the duty of seeing that houses
are numbered according to the plan provided by said ordinance.
The numbers and number plates shall be furnished by and at
the expense of the Mayor and Council of Hagerstown, and shall
be of such design or pattern as shall be determined by said
