entry of such reasons to be made on the minute book of the
commission, and the propriety of such action shall be subject
to review by the Circuit Court for Harford County upon a bill
in equity filed for that purpose by any person, corporation or
association, feeling aggrieved by such action.

9. Said commission may in its discretion meet susbequent
to the 15th day of April and award dates for racing on appli-
cations submitted to it subsequent to the first day of April, pro-
vided the expense of holding such meeting and issuing the
proper license be borne by the applicant, and that the days so
awarded in no way conflict with the further provisions of this
act. And provided further that no license for a race meeting
shall issue prior to the payment of the fees therefor at the rate
hereinbefore provided.

10. The said racing commission shall have full power to pre-
scribe rules, regulations and conditions under which all horse
races shall be conducted in Harford county, and may make rules
governing, restricting or regulating betting on such graces, and
a violation of any of such rules, regulations or conditions with
or without the consent of the licensee shall be sufficient cause
for the commission to revoke forthwith the license under which
such races are conducted, and said commission may thereafter
refuse any license to the corporation or association whose
license has been once so revoked. Every person aiding or abet-
ting in the conduct of any meeting in Harford county at which
the racing of horses shall be permitted for any stake, purse or
reward, except in accordance with a license duly issued and
unrevoked by the Harford County Racing Commission, shall
be guilty of a misdemeanor, and upon conviction shall be pun-
ished by a fine of not less than $500 and not more than $2,000
for each day of such unauthorized meeting, or by imprisonment
for not exceeding one year or both, and in addition thereto, on
a bill in equity brought for the purpose by the said racing com-
mission in the Circuit Court for Harford County, an injunc-
tion may be obtained against the same; provided, however, that
any of the corporations or associations coming within the terms
of this act may hereafter conduct matinee race meetings of not
more than two days in duration upon application and consent
of said commission and upon the payment of a license fee of
ten dollars per day; provided, that no such corporation or asso-
ciation shall hold more than one of such meetings in any one
month. The said commission shall pay its own expenses, not
exceeding $1,200 a year, as hereinabove prescribed, out of the
license fee herein provided for, and any surplus thereafter said
commission shall pay over to the treasurer of Harford county
