ing, repealing and re-enacting, revising, amending or consoli-
dating act shall expressly so provide; and such statute, section
or part thereof, so repealed, repealed and re-enacted, revised,
amended or consolidated, shall be treated and held as still
remaining in force for the purpose of sustaining any and all
proper actions, suits, proceedings or prosecutions, civil or crim-
inal, for the enforcement of such penalty, forfeiture or liability,
as well as for the purpose of sustaining any judgment, decree
or order which can or may be rendered, entered or made in
such actions, suits, proceedings or prosecutions imposing,
inflicting or declaring such penalty, forfeiture or liability.
SEC. 2. And be it further enacted, That this act shall take
effect from the date of its passage.

CHAPTER 121.
AN ACT to repeal and re-enact with amendments section 48 of
Article 91 of the Code of Public General Laws of Maryland,
title "Surveyor and State Survey," sub-title "Public Roads,"
providing for the appropriation of certain moneys for carry-
ing out the provisions of said Article 91 of the Code of
Public General Laws of Maryland, title "Surveyor and State
Survey," sub-title "Public Roads."
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That section 48 of Article 91 of the Code of Public Gen-
eral Laws of Maryland, title "Surveyor and State Survey,"
sub-title "Public Roads," be and the same is hereby repealed
and re-enacted with amendments so as to read as follows:
SEC. 48. The sum of three hundred thousand dollars
annually, or so much thereof as may be necessary, is hereby
appropriated, out of any money in the treasury not otherwise
appropriated, for the purpose of carrying out the provisions of
this sub-title, heretofore under the authority of the State Geo-
logical and Economic Survey, as said commission is referred
to and described in section 19 of this article, and in so far as
proper and lawful contracts may have been duly entered into
and made by the said State Geological and Economic Survey
under the powers heretofore conferred upon it; and that from
and after the passage of this act transferring the powers and
duties set forth in this sub-title to the State Roads Commis-
sion, the said State Roads Commission may and shall continue
