year, beginning on the second Tuesday in the year nineteen,
hundred and twelve, appoint some competent person, who shall
have a sufficient knowledge of civil engineering to enable him
to accurately make surveys, plats, profiles and specifications for
the grading, draining, maintenance and repairs and reconstruc-
tion of the public roads of said county, and also to do all neces-
sary engineering for the building or rebuilding of bridges, and
who shall have had at least three years' experience in engineer-
ing work, county road engineer for Somerset county, at a salary
not exceeding fifteen hundred dollars ($1,500) a year, payable
monthly; and the said county road engineer shall hold his office
and be paid for his services from the first day of January next
succeeding his appointment for one year, unless sooner removed,
as hereinafter provided; and in addition thereto a sum not
exceeding two hundred dollars ($200) annually to cover all
actual and necessary traveling and other expenses incurred by
him in the discharge of his official duties hereunder.
SEC. 229. The said county road engineer shall be subject to
removal from office at all times by the said County Commission-
ers, in their discretion, and the said county road engineer shall
not be entitled to receive any salary from the date of such
removal.
SEC. 230. The said county road engineer thus appointed
shall give bond to the said County Commissioners, properly
conditioned for the faithful performance of his duty, in the
penal sum of one thousand dollars ($1,000).
SEC. 2. And be it enacted, That this act shall take effect
from the first day of December, nineteen hundred and twelve.

CHAPTER 101.
AN ACT to refund to the Mayor and City Council of Baltimore
and the counties respectively, the amounts of overpayment
made by said city and said counties respectively during the
year 1910, to the Springfield State Hospital for the Insane
of the State of Maryland and to the Maryland Hospital for
the Insane, for the care of insane from said city and said
counties respectively.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the sum of twenty-one thousand nine hundred and
