PHILLIPS LEE GOLDSBOROUGH, ESQ., GOVERNOR. 1521

They shall receive no pay for their services, except the Mayor,
who shall receive the fees hereinafter allowed; and they shall
serve for two years from the first Monday in June ensuing,
(b) All residents of that portion of said town included within
its limits by this act, and not heretofore included, shall, for all
purposes of this charter, be considered to have resided in said
town for the length of time they have resided in said annexed
territory.

574. Elections shall be conducted by three judges appointed
by the Mayor and council, and shall be held at some convenient
place to be designated by the council; and the judges shall
appoint a clerk of elections. The polls shall be opened at 6
A. M. and closed at 6 P. M., when the ballots shall be care-
fully counted, and on the result appearing, certificates of elec-
tion shall be granted by the judges to the Mayor and council
so elected, and a report of the same shall be filed with the
Mayor and council.

575. The council shall meet at some convenient place in
said town on or before the first Monday in June next suc-
ceeding their election, and as often thereafter as may be neces-
sary to discharge the duties of their office; not less, however,
than once in every three months.

576. The Mayor shall preside at all meetings, and shall
call such meetings, from time to time, as he may deem neces-
sary, but in the event of the absence of the Mayor at any meet-
ings the members of the council present shall elect any of their
own number to preside during his absence, who shall, for the
time being, be clothed with all the powers and authority of
said Mayor. A majority of the council shall constitute a
quorum for the transaction of business, and the council shall
pass rules and by-laws for their own government while in
session.

577. Neglect or non-use shall not work a forfeiture of this
charter.

578. The council shall annually appoint a clerk, who shall
keep minutes of its proceedings in a well-bound book, which
shall be open to the inspection of all persons interested therein,
also a treasurer, who shall receive and collect the taxes and
other moneys due the town, and shall keep and disburse the
