1490 LAWS OF MARYLAND. [Ch. 790]

days' notice, pursuant to the provisions aforegoing in regard to
elections. In case of any vacancy in the office of Mayor or
councilman, by death, resignation or removal from the town,
said vacancy shall be filled by a vote of the council until the
next election for members of the council.

492. The council shall have power to pass all ordinances nec-
essary for the good government of the town; may open and
close streets, lanes and alleys; prevent, remove and abate or
cause to be removed or abated, all nuisances or obstructions in
or upon the sidewalks, streets, highways, lanes or alleys drains
or water-courses, or in or upon any lot adjacent thereto; and
to provide for imposing a fine upon any person causing, creat-
ing or maintaining any such nuisance or obstruction; to remove,
or cause to be removed, houses or other obstructions or objects
that may be dangerous to property, health or persons passing
along or over any of the highways of the town, or residing in
the neighborhood thereof; to make reasonable regulations in
regard to buildings to be erected in said town, and to grant
building permits for the same; to make and establish grades
upon the streets and highways of the town; to cause sidewalks
along the public streets and highways of said town to be
graded, paved, repaired or improved; curbs to be set and gut-
ters laid agreeably to the ordinances now in force, or which may
be hereafter passed; to cause the water-courses, drains or sewers
to be paved, kept in repair and cleaned; to establish markets
and to regulate the hours and limits thereof, and mode of deal-
ing in relation thereto; to control and protect the public grounds
and property of the town; to establish and regulate a station-
house or lockup for the temporary confinement of the violators
of the laws and ordinances of the town; provided, that the
county jail shall be used for such purposes until said council
shall deem it advisable to establish and regulate said station-
house or lockup; to levy a tax and impose a license upon dogs
or other animals, or fowls running at large; and to regulate
and control all offensive trades, manufactures and traffic in
offensive fertilizers or other commodities; and to prohibit tog-
pens or slaughter-houses within the town limits. And for
the purposes of carrying out of the foregoing powers, and for
the preservation of the cleanliness, health, peace and good order
of the community, and for the protection of the lives and prop-
erty of the citizens, and to suppress, abate or discontinue, or
cause to be suppressed, abated or discontinued, all nuisances
within the corporate limits of said town, they may pass all
ordinances or by-laws, from time to time, necessary; and to
