fund of the county. The road superintendent for Montgomery
county shall inspect the roads and bridges in each district as
often as may be necessary to thoroughly familiarize himself
with the condition and requirements of the county generally,
and recommend to the said county commissioners such repairs
and improvements as he may think advisable; he shall make
such general or special examination of any road or bridge as
may be required by the said commissioners, and he shall also
submit plans and specifications and make estimates for the con-
struction, repairs or improvements of any particular road or
bridge when called upon by the said county commissioners, and
shall inspect and report on all material to be used on the roads
and bridges, and supervise the work done on the bridges, and
on stone or other permanently improved roads, and see that all
contracts with reference thereto are faithfully executed; he
shall have supervision of the operation, preservation and repair
of roadmaking, and road maintaining machinery and equip-
ment, and of machinery, tools and equipment for quarrying
and crushing stone; he shall submit to the said commissioners
a comprehensive plan for the maintenance of the roads, and
shall, when requested by the said commissioners, give instruc-
tions to the foreman or other person in charge of such repairs
as to the places most in need of repairs, and the manner in
which work shall be performed, and shall assist the said county
commissioners in any other manner they may require; he shall
have full power to suspend work being done under contract, if
the same is not, in his judgment, being done in accordance with
the terms of the contract, his action in this respect to be forth-
with reported to the said county commissioners for their final
action; whenever work of construction or repair on bridges or
roads is done by contract, no payment called for by such con-
tract shall be made until after the said road superintendent has
endorsed his recommendations upon the bill therefor; all bills
for labor and material furnished for any bridge or on any
macadam or other permanently improved road in the county
shall be presented to the road superintendent for his inspection,
examination and endorsement before being presented to the said
county commissioners for payment; neither the road superin-
tendent for Montgomery county, nor any assistant under him,
shall have pecuniary interest in any such contracts; and the
road superintendent for Montgomery county shall annually, on
or before the first day of February in each year, make a writ-
ten report to the said county commissioners, covering the fol-
lowing points: an inventory of the road machinery, tools and
equipment of the county, the condition of the roads of the
