alleys and bridges of the county, and the rights of the public
therein, and shall impose reasonable penalties for the violations
of all such rules and regulations, and make other necessary pro-
visions for the enforcement thereof, and shall have the right
from time to time to change or alter the same, and all such
rules and regulations when adopted and recorded in a book or
books kept for the purpose, shall have the force and effect of
municipal ordinances regularly adopted by authority of the
General Assembly of the State of Maryland; the constables
of the county shall be charged with the duty of enforcing all
such rules and regulations; and in addition to the other methods
of enforcing compliance with such rules and regulations, said
county commissioners shall have the right to apply to the courts
of equity of the State for an injunction to enforce compliance
therewith, in which case it shall not be necessary to make other
jurisdictional averment than the threatened breach of such
rules or regulations; and said courts shall have jurisdiction to
grant such injunctions on such allegations being made. A cer-
tified copy of any such rules and regulations shall be deemed
proper evidence of the same in any of. the courts of this State.
The said county commissioners in connection with the perform-
ance of their duties under this act, shall have power to require
any party or corporation with whom a contract is made to do
work, or to furnish supplies or materials, to give bond, with
surety to be approved' by said commissioners, for the faithful
performance of such contract, and to require a similar bond of
any of the agents or employees appointed by said commissioners
under the authority of this article.

457. The County Commissioners of Montgomery County
shall, after the passage of this act, appoint as Montgomery
County Road Superintendent a man of good judgment, having
the necessary technical qualifications and experienced in build-
ing macadam roads; determine the amount of bond which he
shall give; fix his salary, not to exceed eighteen hundred dol-
lars ($1,800) per annum, payable monthly, and may remove
such county road superintendent for incompetency, inaptitude,
malfeasance or misfeasance in office, upon written charges, after
an opportunity to be heard, not less than five days after the
service of such charges. The term of said road superintendent
for Montgomery county shall be four years, unless sooner
removed, as herein provided; and, in addition to his salary, he
may receive such further allowance for expenses and assistance
as the said county commissioners may find requisite and nec-
essary, such sums to be paid out of the general road and bridge
