said Mayor. The council shall pass rules and by-laws for their
own government while in session. All vacancies in the council
caused by absence from its sessions for more than three con-
secutive months without satisfactory excuse, or otherwise, shall
be filled by an election held after ten days' notice given by
the remaining members of the same.

346. The council shall meet in some convenient place in
said town on or before the first Monday of June next suc-
ceeding their election, and as often thereafter as may be neces-
sary in the discharge of the duties of their office, not less, how-
ever, than once in every month. A majority of the council
shall constitute a quorum for the transaction of business.

347. They shall annually, on or before the first Monday in
April, appoint three judges of election, who shall appoint a
clerk, and the said judges shall conduct an election by ballot,
in accordance with the provisions of section 4 of this act; the
polls to be opened at one o'clock P. M. and closed at six o'clock
P. M., and the judges and clerks shall make their returns to
the council, but said judges and clerks shall receive no com-
pensation for their services. Not more than two of said judges
of election shall be of the same political party.

348. The Mayor shall appoint one person to be town mar-
shal, one to be health officer, and one to be clerk and treas-
urer, to hold office until their successors are appointed and
qualified, and the council shall fix the compensation of each
of said officers and all subordinates under them, and shall pre-
scribe their duties as herein provided. The town marshal shall
have power to appoint, with the approval of the Mayor, such
deputy marshal or marshals as the Council may allow and
shall be held responsible under the Mayor for the enforcement
of all the ordinances of the town relating to public safety and
order, and shall perform such other duties as the council may
prescribe. The health officer shall have power to appoint, with
the approval of the Mayor, such assistants and officers under
him as the council may allow, and shall be held responsible
under the Mayor for the enforcement of all ordinances of the
town relating to the public health and sanitary condition of
the town. The clerk shall keep the minutes of the proceedings
of the council in a well-bound book, which shall be open to
the inspection of all persons interested therein. He shall col-
lect and receive the taxes and other moneys due the town and
