damnation in the manner prescribed in sections 360 to 366,
inclusive, of Article 23 of the Code of Public General Laws of
Maryland, title "Corporations," sub-title "Condemnation of
Property by Corporations," any land or interest therein, in or
near said town of Garrett Park, which may be needed for the
disposal of sewage, or for any pipes, sewers, buildings or other
works or structures needed for the construction and operation
of said sewerage system, or the disposal of sewage; and that
the Garrett Park Sewerage Commission shall have full power
and authority to construct said sewers in or under the beds of
any streets, road, alleys and lanes of said town, and in or under
any lots or parcels of ground belonging to or which may be
acquired by the town of Garrett Park, and the said Sewerage
Commission shall have the power and authority to fix a schedule
of rates for furnishing sewerage to private residences and
other buildings, certifying said schedule to the clerk and treas-
urer of the town.

278. That the said Garrett Park Sewerage Commission
shall be and it is hereby authorized and empowered to pass such
orders for the payments of moneys due for the construction or
maintenance of said sewers or to the contractor or contractors
for the construction or maintenance, of the same as shall from
time to time be due or earned by the contractor or contractors
in the prosecution of said work, and also from time to time pass
all necessary orders for the payment for property purchased or
condemned, and for material furnished, in pursuance of the
provisions of this act, and may, in its discretion, employ coun-
sel and a competent engineer to superintend the work of con-
structing the said sewerage system. All contracts for the instal-
lation of said sewerage system shall be awarded by the said
Garrett Park Sewerage Commission only after due advertise-
ments of plans and specifications, said bids to be publicly
opened on a fixed day and hour and at a fixed place, in the pres-
ence of the members of the said commission and of such bidders
as may appear, and the contractor or contractors whose bid may
be accepted shall be required to give bond, with good and suffi-
cient surety, for the faithful performance of the contract and
the payment for all material, of all material men, laborers and
employees of said contractor or contractors engaged in the per-
formance of said work.
