posed of three taxpayers, residing .in Queen Anne's county, one
member of each of said committees to be named and appointed
by the Board of County School Commissioners, one each to be
named and appointed by the County Commissioners of Queen
Anne's county, and the two so named and appointed shall name
and appoint the third member of said advisory committees,
respectively, to said Board of County School Commissioners;
said advisory committees so named for each of the school build-
ings to be erected under the provisions of this act shall, in such
school district, aid said Board of County School Commission-
ers in the selection of a suitable site upon which to erect the
school in the school district for which the committee shall be
appointed, shall aid' in the selection of suitable plans for the
school building to be erected in the school district, and shall aid
in supervising and superintending the erection of the school
building in the respective school districts for which said com-
mittees shall be appointed; said committee shall act without
compensation, and shall be appointed on or before May 15th,
1912; and in the event the said two members of said commit-
tees so appointed shall fail to agree on the selection of the third
member of said committee within fifteen days from the date of
their appointment, then the Board of County Commissioners
of said county shall forthwith name the third member of said
committee.

SEC. 5. And be it enacted, That in negotiating the sale of
the said bonds provided for in this act, the said County Com-
missioners shall first give not less than three weeks' notice by
advertisement in two newspapers printed and published in
Queen Anne's county, also by advertisement once a week for
three successive weeks in one or more newspapers printed and
published in Baltimore City, inviting proposals in writing for
the purchase of said bonds, and on a certain day to be named in
said advertisement, said County Commissioners shall in their
office in the Court House in Centreville, Queen Anne's county,
Maryland, open all bids received, and the said bonds shall be
disposed of to the highest bidder for cash at not less than the par
value and accrued interest thereof; but the said County Com-
missioners shall have power to offer any, or all of said bonds at
one time, or to offer them or any of them at such time or times
as the said County Commissioners shall deem necessary for the
purposes herein provided; and shall have power to refuse and
reject any and all bids, and to reoffer the same bonds or any
part thereof as above provided or otherwise, in their discre-
tion, if the said bids received under the first offer are below the
par value with accrued interest; provided, that the said bonds
