of the residence of the owner therein, except for municipal
purposes, as hereinafter provided shall be taxed, and the assess-
ment for town purposes shall be the same as that for State and
county purposes.

SEC. 10. And be it enacted, That all fines and forfeitures
imposed by the ordinances of the town shall be imposed by the
said President or any Justice of the Peace of Allegany county
upon a warrant to be issued, directed to the said Bailiff or any
policeman, and the person convicted in default of the payment
may be committed to the Jail of Allegany county, or any place
of confinement provided by the Commissioners.

SEC. 11. And be it enacted, That in case of death or refused
to act, resignation or disqualification of any of the Commis-
sioners, Clerk or Bailiff, the remaining Commissioners or a
majority of them shall direct an election to be held to fill such
vacancies.

SEC. 12. And be it enacted, That the Commissioners shall
give at least ten days' notice of all elections by posting hand-
bills in five conspicuous places in said town.

SEC. 13. And be it enacted, That Joseph McCormick, John
Moore and Frank E. Williams be and they are hereby appointed
registrars to hold the first registration of voters under this act,
and that immediately after the passage of this act they, shall
give at least ten days' notice of the time and place, by hand-
bills posted in at least three public places in said town, at which
all qualified voters as prescribed in the third section of this act
may be registered; and the said officers of registration shall take
the oath before a Justice of the Peace of said county, to permit
every qualified person to register and none other; the majority
of the said registered officers shall have power to do all things
under this section in case one of them dies or refuses to act;
that upon the completion of the registry of voters the officers
herein named shall give the Judges of Election herein named a
list of voters so registered; that after the first election the Com-
missioners shall make such rules and .regulations in regard
to registration of voters as they may deem proper.

SEC. 14. And be it enacted, That Ernest Creutzburg, Gor-
don Durst and J. H. McGann, be and they are hereby appointed
Judges of Election, to hold the first election under this act, and
that ten days before the third Monday in April, 1912, they shall
give notice that the election will be held and the place thereof
by hand-bills posted up in public places in said town, at which
election all persons qualified as prescribed in the third section
of this act shall be entitled to vote for five persons for Commis-
