harborers and the number of dogs, male and female, owned or
harbored by each.

SEC. 4. Be it enacted, That if any dog be found on any of
the streets, roads, alleys or lanes or public parks within said
First Precinct without a collar with a license number thereto
attached, as required by the provisions of this act, the said
dog shall be caught and removed to some suitable place provided
for the purpose, there to be kept until called for and released
in the manner hereinafter provided, provided that if such dog
shall not be claimed or delivered up as prescribed by this act
within forty-eight hours after being so confined, it shall be
killed on the following Tuesday or Saturday of each week, but
all dogs must be kept in the pound for a period of not less than
forty-eight hours. It shall be.the duty of a member of the
police force to be present at the time such dogs are killed, and
to count the same and report in writing to the County Com-
missioners the number of dogs killed. The pound shall be
safely constructed and said dogs shall be killed in as humane
a manner as shall be possible under the circumstances.

SEC. 5. And be it enacted, That if any person harbors any
dogs within the limits of said First Precinct without obtaining
a license so to do, whether they allow the same to run at large
or not, he or she shall upon conviction thereof before the police
justice of the peace for said precinct be fined the sum of one
dollar a day for each and every day such dog shall be harbored,
to be recovered as other fines and penalties are now recovered.

SEC. 6. And be it enacted, That the County Commissioners
shall not later than April the fifteenth, of each year appoint and
designate some suitable person who has already been appointed
constable as dog-catcher, whose special duty it shall be to carry
out the provisions of this act, and the person so appointed is
hereby clothed with all the authority of a county constable and-
with all the authority of a police officer in said First Precinct,
and for the purpose of protecting himself in the discharge of
his duties. He is hereby required to report promptly all such
violations of the provisions of this act as may come to his
knowledge, and to take all proper steps to enforce its provisions.
He shall be the authorized agent of the County Commissioners
in demanding license fees from the owners and harborers of
dogs as prescribed by this act, on all sums collected by said con-
stable as said dog-catcher. He shall be entitled to a commis-
sion of twenty per cent., and on all fines collected on his com-
plaint, he shall be entitled to one-half and the other one-half
shall be disposed of as hereinafter provided for every dog caught
