many votes are cast "Against the Amended Charter" than "For
the Amended Charter," then in that event this act shall not
become effective. The election herein provided for shall be
conducted, the vote canvassed and the result declared in the
same manner as provided by law in respect'to other city elec-
tions. And provided further that in the event this act is
adopted then all acts or parts of acts inconsistent with the
provisions of this act or any part thereof, be and the same are
hereby repealed, to the extent of such inconsistency.

CHAPTER 681.
AN ACT to provide for the licensing of clogs in the First Pre-
cinct of the Fifth Election District of Anne Arundel County,
now subdivided into two voting precincts.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That from and after the first day of May, nineteen hun-
dred and twelve, it shall not be lawful for any person or per-
sons to own or harbor dogs, male or female, or to allow the
same inside the limits of said first precinct, without first
obtaining a license so to do from the dog catcher, hereinafter
provided for, and thereupon having attached to said dog a
collar on which a license tag or number to be furnished by
the said dog catcher as hereinafter described.
SEC. 2. And be it enacted, That all owners or harborers of
dogs shall pay to the said dog-catcher annually the sum of one
dollar for every male dog and the sum of two dollars for every
female dog kept within the limits of said precinct of the Fifth
Election District, which precinct does include the First and
Third Voting Precincts of said district, and the evidence of
the payment of said license shall be a receipt of the dog-catcher
for the same, and a metal tag with a number thereon securely
fastened to the collar of said dog, and if any dog shall be
found improperly or falsely numbered, the owner or owners or
harborers of the same shall be liable to a fine of five dollars
to be recovered as other fines and penalties are now recovered.
SEC. 3. And be it enacted, That it shall be the duty of the
police officers now stationed in said precinct, under the direc-
tion of the chief of police, in the months of May and Septem-
ber in each and every year to take an account of all dogs,
male and female, within the limits of said precinct, and return
the same to the County Commissioners of Anne Arundel
County. An alphabetical list of the names of the owners and
