1056 LAWS OF MARYLAND. [Ch. 680]

to time, for any municipal purpose whatever, and to provide
for the levy and collections of all taxes necessary for the pay-
ment of the interest on said bonds, and to create a sinking fund
for their payment upon maturity, provided that no such bonds
shall be issued unless the duly qualified voters of the City of
Frederick, at a special or general election shall by a majority
of the votes duly cast declare their assent to the issuing of
any such bonds, and to that end an ordinance providing for
the issuance of any such bonds shall be submitted to the electors
of said city at any such election. The ballots used when vot-
ing upon said ordinance shall contain the words "For the
Ordinance," and "Against the Ordinance" (stating the nature
of the proposed ordinance). The ordinance providing for the
issuance of said bonds shall designate the sum of money for
which the bond's are to be issued, and the purposes for which
the money arising from the sale of said bonds is to be applied,
the denominations of the said bonds, the rate of interest, the
date of the issuance of said bonds, the date of the maturity,
and the date when said bonds may be redeemed at the pleasure
of the mayor and aldermen of Frederick. Said bonds when
authorized to be issued, shall be sold, for cash current money,
by bid upon sealed proposal to the highest responsible bidder
or bidders after having given at least three weeks' public prior
notice by advertisement inserted in some newspaper published
in Frederick City, with the right however to the mayor and
aldermen of Frederick at any time to reject any and all bids.
Said bonds shall be signed by the mayor and countersigned by
the city register, or some other city official designated in said
ordinance. The money arising from the sale of said bonds
shall be used only for the purposes specified in the ordinance
providing therefor, and said bonds when issued shall be exempt
from municipal and county taxation in Frederick county.

SEC. 293. The board of aldermen shall in January, July,
April and' October of each year print in pamphlet form a
detailed itemized statement of all receipts and expenses of
the city, indicating the respective sources from which the
monies are derived, and showing the disposition thereof, and
shall furnish copies thereof to the newspapers of the city, and
to persons who shall apply therefor at the office of the city
register. It shall be the duty of the mayor and each of the
aldermen to make a report in writing once a month at a
meeting of the board of aldermen, of the conditions in his
department during the preceding month. At the end of each
year the board shall cause a full and complete examination
of all the books and accounts of the city to be made by com-
