Maryland, entitled "Howard County," sub-title "Roads," said
additional sections to come in immediately after section 119
and to be known as sections 119A-1, 119B-1, 119C-1, 119D-1,
119E-1, 119F-1, 119G-1, 119H-1, 119I-1, 119J-1, 119K-1,
and to read as follows:
SEC. 119A-1. The County Commissioners of Howard County
are authorized and empowered to control and regulate the pub-
lic roads and bridges in said county subject to the provisions
of this act.
SEC. 119B-1. The County Commissioners of Howard County
shall at the time of making their annual levy, levy upon the
taxable property of said county a sum 'not less than eighteen
thousand dollars ($18,000), to be used in the districts of said
county according to the mileage of each district which shall be
used for the building, repair and reconstruction of public roads
and bridges in said county, which taxes shall be levied and
collected as are other county taxes. The said County Commis-
sioners may appropriate or levy such other sum or sums ,of
money as they may deem requisite for building of new bridges
and opening new roads, and for repairing and reconstructing
public roads and bridges in said county. All of the taxes levied
and collected under the provisions of this section shall be dis-
bursed by the said County Commissioners upon the roads and
, bridges in said county, and in the manner hereinafter provided,
.and in no other.
SEC. 119C-l. The County Commissioners of Howard
County on or before the first day of May, in the year nineteen
hundred and twelve, and every fourth year thereafter, shall
appoint some competent person as County Road Superintendent,
for a term of four years, who shall have a sufficient knowledge
of civil engineering to enable him to make the proper grading,
draining, maintenance, repairs and reconstruction of the public
roads in said county, and the necessary engineering experience
for the building or rebuilding of bridges, and who shall have
bad at least three years' experience in road building. Said
County Road Superintendent shall reside in Howard county
during his employment as such County Road Superintendent.
He shall receive a compensation of twelve hundred dollars
($1,200) annually, payable monthly. Said County Road Super-
intendent shall qualify within thirty (30) days after his
appointment by the County Commissioners by subscribing to
the oath as required in Article 1, section 6, of the Constitu-
tion of the State of Maryland, and upon such qualification shall
execute in favor of the County Commissioners of Howard
