1867 and after
HE election of the judge of the court from
Baltimore City, now called the eighth cir-
cuit, under the new constitution of 1867,
took place on October 23, 1867, the day of the elec-
tion of municipal officers; and that for the chief
judges of the new county circuits on November 5.
Judge Bartol, who had been a member of the court
since 1857, and was now a resident of Baltimore
City, was elected over Henry Stockbridge in that
jurisdiction, and was designated Chief Judge of
the Court of Appeals. In the new first circuit, on
the lower Eastern Shore, James A. Stewart, of
Dorchester County, was elected over Thomas A.
Spence, who had been trial judge of the counties
in the circuit under the two previous constitutions.
John Mitchell Robinson, of Queen Anne's County,
who had been trial judge of the tenth judicial cir-
cuit under the constitution of 1864. was elected
Chief Judge of the new second circuit without op-
position. For the new third circuit, Richard
Grason of Baltimore County who had been elected
trial judge in 1864 but declared by the House of
Delegates ineligible for disloyalty and unseated,
was now elected Chief Judge without opposition;
for the fourth circuit, Richard H. Alvey of Wash-
ington County, was elected over George A. Pearre,
who had been, since 1865, trial judge under the
previous constitution; Oliver Miller, of Anne
Arundel County, was elected in the fifth circuit
