Expenditures for economic and employment development increased $28,600,000 or 24.1 percent over 1989
primarily for job training, including those citizens who are on public assistance.

Expenditures for health and mental hygiene increased $205,098,000 or 11.5 percent over 1989 primarily due
to increases in Medicaid expenditures.

Expenditures related to the environment category increased $7,131,000 or 15.8 percent over 1989 primarily
for the Chesapeake Bay and underground storage tanks clean-up programs.

Expenditures for public safety and judicial increased $79,905,000 or 12.3 percent over 1989 primarily for costs
of constructing and equipping a Public Safety Training Center and increased costs in operating the courts and
prisons.

Expenditures for housing and community development increased $6,155,000 or 11.0 percent over 1989
primarily for additional funds provided for community development purposes.

Expenditures for natural resources and recreation increased $15,847,000 or 14.7 percent over 1989 primarily
for the construction of additional marinas and forest and park facilities.

Expenditures for agriculture increased $6,626,000 or 17.8 percent over 1989 primarily for additional
agricultural land preservation.

Expenditures for capital outlays for transportation increased $181,724,000 or 21.3 percent over 1989
primarily for mass transit projects. Also, certain expenditures were classified as transportation in 1989 and as
capital outlays in 1990, resulting in a decrease in the transportation category when comparing 1990 to 1989.

Operating transfers in from the capital projects fund and enterprise funds (State Lottery Agency and
Maryland Deposit Insurance Fund Corporation) totaled $631,000 and $353,254,000 respectively. This represents
an increase of $30,130,000 over the previous year. Operating transfers out to the capital projects fund, enterprise
funds and higher education funds totaled $1,008,149,000, for an increase of $359,006,000 over the preceding year.
