there was a rearrangement of the set-up occasioned by the rental
of the building at 34 Hopkins Place in Baltimore City and the moving
into that building of the several units of divisions of the department
which had been housed in other buildings in Baltimore City. The
Income Tax Division, which had operated from the State Office
Building in Annapolis, was moved to Baltimore in June, 1949, and
the Alcoholic Beverages Tax Division and the Admissions Tax
Division were moved from their locations in the State Office Build-
ing in Annapolis to the Baltimore building during the month of
September, 1949.
The moving of the offices from Annapolis to Baltimore oc-
casioned considerable complaint from officials and citizens of Anne
Arundel County and the City of Annapolis, resulting in the passage
by the Session of the General Assembly held in February, 1950 of
an Act directing the return to Annapolis of the Alcoholic Beverages
Tax Division, the Admissions Tax Division and sufficient personnel
of the Income Tax Division to take care of Southern Maryland and
the Eastern Shore.
In compliance with the Act mentioned the Alcoholic Beverages
Tax Division and the Admissions Tax Division were returned to
Annapolis during the month of August. Several employees of the
Income Tax Division have already been assigned to work which it is
possible for them to do in Annapolis and it is the intention to carry
out fully the provision of the law in such time as this can be done
without sacrificing efficiency and expense.
The complete fiscal picture is shown in summary form in
Exhibit "A", our Balance Sheet, the first statement of the report.
Detailed statements supporting the figures in the Balance Sheet
follow in proper order. Other statements provide detailed informa-
tion regarding receipts, disbursements, appropriation accounts, etc.,
and the usual tax dollar charts showing receipts and disbursements
as to sources of revenues and functions of government follow the
index in the first pages of the report. It has been our purpose in
compiling the report to publish complete information on the fiscal
operations of the State Treasury Department and it is our belief
that the report contains the answer to practically every question
that might reasonably be asked regarding the State's finances.
