tion, in my judgment. In my opinion, it would be much better
to have this "article'' so amended that all reports of the several
State departments shall be printed by the State Printer under
advertisement, upon specifications and bids definitely and speci-
fically providing for the character of the work and the cost of
the same, and I am respectfully submitting the same to your
Honorable Bodies for such action as in your judgment you may
deem best.

STATE AND MUNICIPAL EXPENSES.

I beg to direct your attention to Statement "N," showing the
cost of government in the several cities of this State. I know of
no compilation of this character before, and I am submitting; it,
believing that it will be of great interest to the people of this
Commonwealth.

I am submitting herewith a statement, showing the cost of
State buildings, believing that it also will be of interest to your
Honorable Body:
