REPORT OF THE COMPTROLLER OF THE TREASURY xiii

In addition to the above sum of $5,000,000.00, $1,600,000.00, or
so much thereof as may be necessary, shall be used to pay the ex-
pense of constructing a new bridge over the Patapsco River from
Baltimore City to Brooklyn, either directly or by way of the
point of Baltimore City, as the State Roads Commission may de-
termine, and for paving in Baltimore City.

(3) For the completion of the State Armory in the City of

Hall in the Cit£ of Annapolis ..................... 25,000 00

(5) For the enlargement and improvement of Springfield State

Hospital ....................................... 110,000 00

(6) For the enlargement and improvement of Spring Grove

State Hospital .................................. 80,000 00

(7) For the enlargement and improvement of Orownsville State

Hospital ....................................... 100,000 00

(8) For the enlargement and improvement of Eastern Shore

State Hospital .................................. 100,000 00

(9) For the enlargement and improvement of Rosewood State

Training School ................................. 28,000 00

(10) For the acquisition of land and erection thereon of two
State Armories at a cost not exceeding $30,000 each for
the First Regiment, Maryland National Guard........ 60,000 00

(11) For the acquisition of land and toward the erection thereon
of a State Armory for the 4th Regiment, Maryland
National Guard ................................. 200,000 00

CONCLUSION.

In my judgment, the time has now arrived in the financial af-
fairs of this State where a different mode or system ought to be
inaugurated in dealing with appropriations. The present method
is antiquated and unbusinesslike and wofully lacking in any
system whatever, and to this cause, more than any other, do I
attribute our present embarrassment. Our appropriation bills
and omnibus bills are generally passed about the last days of the
session, when the Finance Committees are overburdened with
work, and they have not sufficient time properly to estimate the
total amount of all the appropriations, for I do not believe that
the Legislature, with their eyes fully opened to the subject,
would deliberately make appropriations for the two fiscal years
intervening from the meeting of one Legislature to another so
largely in excess of the revenues of the State applicable to the
payment of such appropriations.

We now have upon the statute books Acts of Assembly carry-
ing appropriations under which they are now paid that were en-
acted more than a century ago, and in recent years this custom
