xii REPORT OF THE COMPTROLLER OF THE TREASURY

gross debt was increased only $3,000,784.92, by reason of the re-
funding of the Consolidated Loan of 1899 on January 1, 1914,
thereby cancelling $2,373,215.08 of said loan held by the State.

On February 1, 1915, the State will issue the remainder of
"The State Roads Loan of 1914," amounting to $3,600,000,
which issue will complete all the loans now authorized by the
General Assembly, and which will make the gross debt on that
date $23,285,880.55.

The last General Assembly authorized the issuance of two
loans, amounting to $7,550,000; $6,600,000 under Chapter 267,
known as "The State Roads Loan of 1914," to be used by the
State Roads Commission to construct and maintain the system
of State roads, for a new bridge over the Patapsco River, to re-
place the present Light Street Bridge, and for paving in Balti-
more City, and $950,000 under Chapter 791, known as the '' State
Omnibus Loan of 1914,'' for the erection of new State buildings,
etc., each of said loans being issued according to the serial an-
nuity plan.

In order that you may have at a glance the objects and pur-
poses in detail for which these loans were issued, I beg to submit
the following:
