add new and additional sections to Article 11 of the Code of

and to enact in lieu thereof certain new and additional sec-
tions relating to the registration of voters and to elections in

No. 19. An Act creating a Sewerage Commission for Baltimore
City, and to authorize the Mayor and City Council of Baltimore
to issue the stock of said corporation to an amount not exceed-
ing twelve million ($12,000,000) dollars, for the purpose of
providing, constructing and maintaining a public sewerage
system; to provide for the collection and disposal of the sewer-
age of said city, and the inhabitants thereof, and to authorize
the submission of an ordinance for that purpose to the legal
