Sec.

land canal, it is required that estimates

   

and reports submitted to the Governor

   

and Council, after an actual survey, by

   

enginees appointed &c., it shall be ascer-

   

tained wheather and at what expense said

   

canal can be constructed by the rallies

   

of the Monocy and Patapsco, or from the

   

mouth of Seneca river, exclusively within

   

this State, be practicable,

INTERNAL IMPROVE-

   

MENT, If practicable, said company shall by

   

obligation, under seal &c. agree to locate

   

and construct said canal upon the most

   

northern sracticable route,

Said subscription thereupon to be made,

Appointment of engineers to make

sixty days after said report and esti-

   

mates be filed, to decide upon the prac-

to the Chesapeake and Ohio canal com-

   

pany, shall be made until the Maryland

   

land canal company shall certify to the

   

Treasurer of the W. S. that subscriptions

   

sufficient have been received to the capital

   

stock of said company, to insure the com-

   

pletion of said canal by the most north-

   

ern practicable route,

In case sufficient shall not be subscrib-

   

ed to authorise the Eastern Shore rail

   

road to organise, &c, the faith of the

   

State is hereby pledged to hold sacred and

   

appropriate to internal improvements

   

upon the Eastern Shore, the sum of one

   

million of dollars, subject to the disposi-

   

tion of any future Legislature, for that

   

purpose,
