gulation of the navigation of all part of works to be done
or made, and shall have power to prescribe the manner in
which they shall be entered and used by any steamboats, or
other vessels entering or lying within the same, and the
time of their continuance therein, and shall have power to

ed by warrant before a single magistrate; Provided, that no
