CRAP 166.

owner or owners, or part owners of any vessel or vessels,
or of its or tb«ar cargo, or any agent of such owner or
owners, or part owners, for towing such vessel or vessels,
by the steamboat or other vessels of said company, to or
from the port of Baltimore, or along any part of the Chesa-
peake bay or of the Patapseo river, or of the other tribu-
tary streams of the said bay, or for removing from such
vessel or vessels in the boats of the company, any part of
the cargo of such vessel or vessels to any port or place
whatsoever, and that the said company shall not be respon-
sible for any injuries to any vessel so towed, or for any in-
juries to or losses of any, cargo so removed, except such
as the said president and directors, or their agents, shall
expressly agree on behalf of said company, to become re-
sponsible for.

Choice of officers,
and tenor of office

Sec. 11 . And be it enacted, That the president and di.
rectors of said company, or a majority of them, shall have
power by their by-laws, to regulate the time and manner of
appointment or election of the officers, engineers or other
agents of said company, and to prescribe the manner in
which they shall qualify; to determine the manner of ad-
justing and settling all accounts against the said company,

and to prescribe the manner and evidence of traosfers of
stock in it; and that they may, in general, pass all such by-

laws as they may deem necessary or proper, in the conduct
of the affairs of the said company; Provided, such by-laws
be not repugnant to or inconsistent with the by-laws adopt-
ed by its stockholders, or the constitution and laws of this
state, or of the United States.

Sec. 12 And be it enacted, That whensoever the presi-
dent and directors of said company, or their agents, shall
deem it necessary to open a track through the ice, along
any part of the harbor of Baltimore, or of the Patapsco
river, from said harbor to the mouth of the said river, so
as to afford, by the aid of their boat or boats, free ingress
and egress, to and from the port of Baltimore, and shall

have actually opened sucb a track, that then to enable the
said president and directors to keep continually open the
track which they have so opened, and to prevent dangerous
collisions between vessels in the use of the said track, it
shall not be lawful for any person or persons, with any ves-
sel or vessels whatsoever, to enter into, use or occupy any
part of any such track so opened, so as to obstruct said
track, or impede any steam vessel or other vessel of said
corporate body; and any person who shall so offend, or
who shall in anywise aid as master or otherwise, in coo-
ducting such vessel or vessels into or along any part of said
