CHAP. 164.

place for holding the election of delegates to the next Gen~
eral Assembly of Maryland, and at the same time in every
two years thereafter, vote by ballot and by districts for five
persons residents of said districts, having the same qualifi-
cations as are or shall be required for said delegates, to be

commissioners for Cecil county, to be chosen and elected in
the following manner, that is to say. at the time of holding
the election for delegates to the next General Assembly of
Maryland, the voters of the first district shall elect two per-
sons residents of the first district; the voters of the second
district shall elect one person a resident of the second dis-
trict; the voters of the third district shall elect one person a
resident of the third district, and the voters of the fourth
district, shall elect one person a resident of the fourth dis-
trict, to be county commissioners; at the second election
for county commissioners by virtue of this act, the voters
of the second district shall elect two persons residents of the
second district, and the voters of the other three districts,
shall elect each one person as aforesaid, to be county com-
missioners as aforesaid; at the third election for county
commissioners by virtue of this act, the voters of the third
district shall elect two persons residents of the third district,
the voters of the other three districts shall elect each one
person as aforesaid to be county commissioners as aforesaid;
and at the fourth election for county commissioners by vir-
tue of this act, the voters of the fourth district, shall elect
two persons residents of the fourth district, and the voters
of the other three districts shall elect each one person as
aforesaid to be county commissioners; and so on, giving the
two commissioners to the districts alternately as aforesaid,
at all future elections for county commissioners; and the

judges of election for each district in said county or a ma-
jority of them, shall certify under their hand and return in a
form and manner similar to their certificates and return of
the election of delegates aforesaid, the number of votes
given in each ol the aforesaid districts separately, for a
commissioner or commissioners, as the case may be, and
the judges from the several election districts in said county,
when met at the court house of said county, to ascertain and
certify the election of delegates as aforesaid, shall ascertain
the number of votes given for commissioners as aforesaid in
each election district separately as aforesaid, and by a cer-

tificate to be filed in the office of the clerk of the county
court of said county, and which shall be by the said clerk
recorded, certify in a form similar to the certificate of the
election of delegates, that the five persons by name, resi-
dents respectively of the election districts as aforesaid in
