shall be to keep * fair and faithful record of their proceed-
ings, in proper and Well bound books, to be provided by
them for that purpose, mad to be subject to the inspection
and examination of the inhabitants of the said Town, and aii
other persons who may be concerned; to cause the persons

entitled to vote as aforesaid to be summoned, by public ad-
vertisement, to meet at some certain time and place, within
the limits of the said village, whenever their sentiments may
be requisite upon any extraordinary occasion; and generally
to order and promote such regulations and improvements,
for the benefit and advantage of the said Town, as the said
commissioners, or the inhabitants thereof, shall determine to
be necessary.

Sec. 10. And be it enacted. That the commissioners of
the village of Denton, or a majority of them, and their suc-
cessors, shall cause a just and fair assessment and valuation
of all the real and personal property within the said village,
to be made and returned between the second Monday of
April, and the second Monday of May, annually, by some
fit and proper person, to be by them appointed for that pur-
pose, who shall before he proceeds to act, take the follow

ing oath or affirmation: I. A. B. do swear (or affirm as the
case may be) that 1 will assess and value all the ieal and
personal property within the village of Denton, without fa-
vor, affection, partiality or prejudice, to the best of my skill
and judgment: which oath (or affirmation,) shall be adminis-
tered by one of the commissioners, and the said assessor
shall be bound to make return thereof, agreeably to the pro-
visions of this act, and the said commissioners shall have

full power and authority to impose and levy on the pro-
perty so directed to be assessed and valued, any sum or

sums of money, in equal and fair proportions, Provided, the
money so to be imposed and levied, shall not exceed in any
one year the rate of one dollar for every three hundred dol-
lars of property, according to such respective assessment
and valution; Provided, that no person not holding personal
properly in said village, whose assessment shall not amount
to the sum of twenty dollars, shall be liable to pay an assess-
ment.

Sec. 11 . And be it enacted, That any person or persons
who may think him, her, or themselves aggrieved by the
valuation of the said assessor, may at any time within six
weeks after the completion and return of such assessment,
appeal to the said commissioners, who may thereupon, in all
cases where they shall judge the valuation of such assessor
to be unequal, make such alteration therein as to them shall
seem just and reasonable.
