CHAP, £5.
Buildings to
be exempt
from tax.

the said managers, and generally all such facts and particu-
lars as may tend to exhibit the effects, whether beneficial
or otherwise, of the said association.
Sec. 11. And be it enacted, That the ground and the
buildings which may be erected thereon for said House of
Refuge shall he free of tax.
Sec. 12. And, as the means of said association are insuf-
ficient, without legislative assistance, to carry its benevo-
lent and useful objects and intentions into efficient opera-
tion, and as the diminution of crime, and the reformation
of juvenile delinquents are subjects of paramount impor-

tance, therefore, Be it enacted, That in addition to the
funds to be furnished by the members of the association
hereby incorporated, the whole nett balance of the annual
profit accruing from the state penitentiary, after payment
of all expenses and appropriations for interest, and in aid
of the sinking fund, shall be and the same is herebv appro-
priated for the next five years to the use of the said House

Proviso

of Refuge; Provided, they shall not exceed five thousand
dollars in any one year, nor in the whole exceed the sum of
twenty thousand dollars; and it shall be the duty of the di-
rectors of the penitentiary annually in the month of De-
cember to cause a statement of the said profits to he made
out and delivered to the president of the House of Refuge,
and within thirty days thereafter to pay the amount of the
nett profits to the treasurer of the said House of Re-
fuge.

See. 13. And be it enacted. That an unlimited right is
hereby reserved to the sta e, ai'tei the said sum of twenty
thousand dollars shall have heen paid to the said managers
out of the profits aforesaid, to modify or repeal any provi-
sion of this act, and to regulate by law the government of
the aforesaid House of Refuge, as also to abolish said insti-
tution or corporation.

An Additional Supplement to the act, entitled, An act
relating to Insolvent Debtors in the City and County
of Baltimore.

Be it enacted by the General Assembly of Maryland,
That from and alter the passage of this act, the voluntary
