CHAP. 98.

LAWS OF MARYLAND.
covered before a justice of the peace or in the county-
court, in like manner as all other debts are recovered,
and until recovered the said charge to be a lien on the pro-
perty.

Ordinances to
be recorded.

Sec. 8. And be it enacted, That all ordinances passed
by the said commissioners shall, by their clerk, be entered
in a book to be kept by him for that purpose, and shall be
open at all times for the inspection of the citizens, and co-
pies of said ordinances shall be put up in the most public
places of said town, and no charge is to he made for ex-
tracts from said ordinances given to citizens by the clerk,
-when required.

Fines.

Sec. 9. And be it enacted. That all. fines and forfeitures
under the ordinances of the said corporation, shall be re-
covered before a justice of the peace in like manner as
small debts are recovered out of court.

Meetings— va-
cancies.

Sec. 10. And be it enacted, That the said commission-
ers shall meet upon the business of the town at least four
times in every year, and at every such meeting notice
shall be given at least ten days to the citizens thereof, and
three commissioners shall make a quorum for the transac-
tion of business; and if during the year for which they are
elected any of the five commissioners should die, resign,
remove from said town, or in any manner become inca-
pable of acting as such, or neglect without sufficient excuse
attending the meetings of the commissioners, or otherwise,
the commissioners shall fill the vacancy or vacancies so
produced, by choosing and electing some person or per-
sons qualified as is herein before directed, and such person
or persons thus chosen, shall act as commissioner or com-
missioners until the next general election.

Lines of town.

Sec. 11. And be it enacted, That the said town of West-
minster on the south-east extremity commence at the Bal-
timore county line with its intersection with the turnpike
load, and terminating in the north and north-west with
Pigman's Addition as laid out in March eighteen hundred
and twenty-nine, and on the south by David Winchester's,
Mrs. Shurman's, and others' farms, and on the north by
Echler's, Shriver's, Shurman's and others' farms.

ly laid out.

Sec. 12. And be it enacted, That the said commission-
ers have the same power and authority over all lanes and
alleys originally laid out as they have over the streets above
twenty feet wide.

Extent of fines

Sec. 13. And be it enacted, That no ordinance of the
corporation shall impose a fine exceeding fifty dollars for
any offence.

Oath.

Sec. 14. And be it enacted, That the commissioners
aforesaid shall take an oath before a justice of the peace of
