cent, per annum on the whole amount loaned; which interest
shall be chargeable on the amount so loaned, until the entire
debt is paid.

"SEC. 4. And be it enacted, That any association or com-
pany violating the provisions of this Act, shall be deemed
guilty of a misdemeanor, and on conviction, shall be fined
not less than fifty nor more than five hundred dollars for each
offence.

"SEC. 5. And be it enacted, That this Act shall take effect
from the date of its passage."
