The President announced the order of the day, being

The Senate bill entitled an Act to appropriate a sum of
money to enable the Faculty of Physic of the University of
Maryland, to build a Hospital,

Being on its second readingj

Mr. Stevens submitted the following amendment:

After section 1, add :

Section 2. And be it enacted, That the further sum of ten
thousand dollars, be and the same is hereby appropriated for
the benefit of the Faculty of the College of Physicians and
Surgeons of Baltimore, for the purpose of the erection, equip-
ment and maintenance of a lying-in hospital for indigent
women, to be located in the city of Baltimore, and the Trea-
surer is hereby authorized to pay, upon the warrant of the
Comptroller, the said sum of ten thousand dollars, to Robert
A. Gilmor, Jr., the President of the Board of Regents of
said College of Physicians and Surgeons, or his successor in
office, to be by him paid over to the executive officer of the
Faculty of said College, upon the presentation of proper
vouchers, showing that said sum, or as much thereof as may
be necessary, has been expended, or is required for the pur-
pose of establishing, equipping and maintaining of said
lying-in hospital.

Section 3, And be it enacted, That the sum of twenty-five
hundred dollars per annum, for four years, is hereby appro-
priated for the maintaining of said lying-in hospital, and the
Treasurer is hereby authorized and required to pay, upon the
warrant of the Comptroller, the said sum of twenty-five hun-
dred dollars, on the first day of October 1874, 1875, 1876
and 1877, to Thomas Opie, M. D., Dean of the Faculty of
the College of Physicians and Surgeons, or to his successor
in office, for the maintenance of said lying-in hospital; pro-
vided, that said Faculty shall admit, treat and maintain in
said Hospital, free of charge, all indigent women from any
one of the counties of Maryland or from the city of Balti-
more, who may apply for the benefits of said institution; and
provided further, that said College of Physicians and Sur-
geons shall educate as a physician, free of charge, save for
matriculation and dissection fees, one student from each Leg-
islative District of the city of Baltimore, and one student
from each of the counties of this State.

Section 4. And be it enacted, That this Act shall take
effect from the date of its passage."

Mr. Fields moved to strike out the enacting clause.
