The House bill entitled an Act for the benefit of Emeline Being on its third reading, Mr. Claggett submitted the following amendment:

Which was rejected by yeas and nays as follows :
Messrs. Claggett, Phelps, NEGATIVE. Messrs. President, Lloyd,
Brewer, McCulloh,
Said bill failed to pass for want of a constitutional majority AFFIRMATIVE.
Messrs. Billingsley, Stevens, NEGATIVE. Messrs. President, Fields,
Brewer, Longwell,
Said bill was reconsidered.
