On motion by Mr. Billingsley,

Leave was granted to the Committee on Agriculture, to re-
port a bill to repeal Section 29, chap. 36 of an Act to add
a new Article to the Code of Public General Laws, regula-
ting the inspection of tobacco, and to re-enact the same with
amendments.

On motion by Mr. Steiner,

Leave was granted to the Committee on Finance, to intro-
duce a bill entitled "An Act to refund Nathan O. Neighbors,
late Sheriff of Frederick county, moneys erroneously paid by
him to the Comptroller of the State."

On motion by Mr. Davis,

Leave was granted to Messrs. Davis, Billingsley and Ste-
vens, to report a bill entitled "An Act to legalize the organ-
ization of the Parkton and Manchester Rail Road Company."

Mr. Tuck presented the petitions of Sarah D. Boon and Ma-
riah Mercer, praying pensions.

Which were read and referred to the Committee on Pen-
sions.

On motion by Mr. Stevens, it was

Ordered, That leave of absence be granted to Senator Den-
son until Monday next.

On motion by Mr. Blake,

Leave was granted to the Senators from Baltimore city, to
report a bill to regulate the appointment of Police" Commis-
sioners of Baltimore city.

The Clerk of the House of Delegates appeared and delivered
the following message:

BY THE HOUSE OF DELEGATES,
January 22nd, 1874.
Gentlemen of the Senate:

We propose, with your concurrence, to increase the Joint
Committee to visit the Deaf and Dumb Institution at Fred-
erick, to one on the part of tho Senate, and two on the part
of the House, and we have appointed as said additional mem-
bers on the part of this House, Messrs. Merryman and Bird.
