The proceedings of yesterday were read and approved.
On motion by Mr. Spencer, it was

Ordered, That it be entered on the Journal that Senator
Knight is absent on account of sickness.

Mr. Claggett, from the Committee on Judicial Proceedings,
reported favorably on

The House bill entitled an Act to authorize the Academy
of Music of Baltimore city, to issue bonds bearing interest
not exceeding eight per cent, per annum, and to secure the
same by mortgage.

Which was read the second time.
On motion by Mr. Claggett,

The rules were suspended so as to give a third reading this
day to said bill by yeas and nays as follows :
