Which was read the third time and failed to pass for want
of a constitutional majority by yeas and nays as follows :

AFFIRMATIVE.

Messrs. Blake, McCulloh,
Billingsley, Stevens,
Claggett, Steiner,
Denson, Suit,
Getty, Tuck—11.
Mudd,

NEGATIVE.

Messrs. President, Fields,
Aydelott, Knight,
Brewer, Longwell,
Brattan, Lloyd,
Earle, Williams—10.

Mr. Stevens moved to reconsider the the vote by which the
said bill failed to pass.

Mr. Williams moved to lay the motion on the table.
Which was determined in the negative.

The vote recurring upon Mr. Stevens' motion,
It was adopted.

Mr. Fields moved to postpone further consideration of the
bill until Wednesday next.

Mr. Stevens moved to amend the motion by inserting
Friday instead of Wednesday.

Mr. Fields moved to amend Mr. Stevens' motion by insert-
ing Tuesday instead of Friday.

Which was adopted.

The motion to postpone, as amended,

Was then adopted.

The further order of the day being

The bill returned by his Excellency, Governor Groome,
with his objections,

The bill to incorporate the Frederick Superphosphate
Company,

Was taken up.

The President stated the question to be, shall this bill pass
not-withstanding the objections of the Executive.
