WHEREAS, It is represented to this General Assembly, that
William L. Haines, a minor, now in his twenty-first year is
of good moral character, of sober and industrious habits and
is desirous of getting possession of his property now in the
hands of his guardian Hashabiah Haines, and—
Whereas, The said guardian is desirous that his ward may
receive all his property, and be allowed to act as a man of
full age in reference thereto, therefore—
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Hashabiah Haines, guardian to William L.
Haines, a minor, be and he is hereby authorized to pass his
final account as guardian before the Orphans' Court of Balti-
more city, and to pay over and deliver to the said William
L. Haines, all property and money that may be due to him
on said final account, and to take Ms receipt for the same,
which shall be acknowledged and recorded in the Office of the
Register of Wills of said city, and have the same effect, as
if the same was executed by a person of full age.
Sec. 2. And be it enacted, That the said Court in making
.said settlement and passing said account, shall allow the said
Hashabiah Haines, for all monies bona fide paid by him to
and for the use of said William L. Haines, and for liabilities
assumed and entered into by him for his account, up to the
"time of said settlement with the said Court; provided, the
said Court shall deem the same reasonable.
Sec. 3. And be it enacted, That from and after the passage
of this Act the said William L. Haines, shall be answerable
for all debts, contracts and liabilities made and entered into
by him, and may sue and be sued as fully as if he were of
full age.
Sec. 4. And be it enacted, That this Act shall take effect
from the date of its passage.

Thursday next, March 19th.
On motion by Mr. Williams,
Leave was granted to the Committee on Finance to intro-
duce a bill to refund to Charles Claggett, James T. Perkins,
assignee of the National Bank of Baltimore, G. C. andR. H.
Hyatt, (for the use of sundry persons,) and to Daniel Clarke,
monies erroneously paid to, for outage and storage on To-
bacco.
