shall constitute the third district; and election dis-

SEC. 3. And be it enacted, That the Governor of

consist of seven persons who shall have all the powers

delegated to the county commissioners in other
|
 
|
counties of this State by this act.

SEC. 6. And be it enacted, That it shall be the duty
