and wards numbers thirteen, fourteen, fifteen, and
sixteen, shall constitute the fourth district; and
wards numbers seventeen, eighteen, nineteen, and
twenty, shall constitute the fifth district; and the
different counties of the State shall each constitute
one assessment district, except the counties of Balti-
more and Anne Arundel, which shall be divided as
follows : Baltimore county shall be divided into sev-
en assessment districts, viz : the first and thirteenth	Baltimore county
election districts shall constitute the first assessment
district; the second and fourth election districts shall
constitute the second assessment district ; the third
election district shall constitute the third assessment
district; the fifth, sixth, and seventh election districts
shall constitute the fourth assessment district ; the
eight and tenth election districts shall constitute the
fifth assessment district; the ninth election district
shall constitute the sixth assessment district ; and
the eleventh and twelfth election districts shall con-
stitute the seventh assessment district; and the
