borough, in Caroline county, shall be and they are

 

hereby constituted and made a body corporate, by

 

the name of the President and Commissioners of the

 

town of Hillsborough, and as such shall have suc-

 

cession, and by their corporate name, may sue and

 

be sued, plead and be impleaded, grant, receive and

 

do all other acts ; may purchase and hold real, per-

 

sonal and mixed property, and dispose of the same

 

for the benefit of said town, and have and use a

 

common seal, which may be broken or altered at

 

pleasure.

 

SEC. 2. And be it enacted, That all male citizens

within the corporate limits of said town for and

 

during the space of three months, and twelve months

 

in the State next preceding the election, shall, on the

each and every year thereafter, at said academy, or

 

some other place appointed by the commissioners,

 

be authorized to elect five j udicious and discreet per-

 

sons commissioners for the said town.

 

SEC. 3. And be it enacted, That no person shall be

 

elected to the office of commissioner in said town for

the time being, who shall not have resided twelve

 

months in said town immediately previous to said
election, and at the time conducting some business

 

or having a family living in said town.

 

SEC. 4. And be, it enacted, That every board of

 

commissioners thus duly elected shall, at their first

 

meeting, proceed to elect by ballot one from among

commissioner, or until superseded by the election of

 

a new president, after a new election as aforesaid.

 

SEC. 5. And be it enacted, That the said commis-
